Who has access to and who owns the data of my connected device? Can I share the non-personal data I generate? Answering these questions horizontally as a regulator is key for the evolution of a functioning data economy.

For 3 years I have now been negotiating non-personal data legislation in the EU - and throughout this time I had one primary goal: ensure a competitive European data economy, where data is being traded and used to create new innovative products and services.

But interests differ, and many companies, especially manufacturers, fear the potential competition. They would prefer safeguarding what is already there, rather than seeing the greater potential of fluid industrial data markets - with the endless possibilities that ensue. Within the Data Act, the latest EU law in the field, I am pushing for a horizontal clarification for data access and sharing rights for connected products. The clearer we define the data access and sharing rights of each of the stakeholders involved (manufacturer, owner, operator of the connected device), the more data will be shared. A lack of clarity in data market regulation is worse then not regulating it at all.
