Oliver is project lead of "Auditing Algorithms for Systemic Risks", which combines research, advocacy, and policy work, particularly around the EU Digital Services Act. He has previously worked on social media, data, and counter-disinformation as a civil servant in No.10 Downing Street and the Department for Culture, Media and Sport (DCMS) in the UK, as an independent expert for CASM Technology, The Institute for Strategic Dialogue, Demos and The Tony Blair Institute for Global Change, and founded The Data Skills Consultancy. He holds a PhD in sociology of social media from University College London as well as a degree in Natural Sciences & History and Philosophy of Science from Cambridge University.

“Systemic risks” is becoming a key concept in technology policy, not least in the EU Digital Services Act. But the term comes with much uncertainty. To seek clarity, we present and analyze crowdsourced ideas of systemic risks and mitigations, and seek your input to expand these perspectives.
